President and Chief Executive Officer

Bruce Caswell assumed the role of Chief Executive Officer and Director on April 1, 2018, and has served as President since October 2014. Mr. Caswell has held several senior leadership roles overseeing all segments of the Company’s business since joining Maximus in 2004. Mr. Caswell’s vision and operational leadership facilitated the growth of the Health Services Segment by more than 300 percent over the last ten years. The segment provides administrative services, program management and operational support for programs such as Medicaid, Medicare, the Children's Health Insurance Program (CHIP), as well as public health programs across Canada and the United Kingdom.

Mr. Caswell led the Company’s strategy for helping governments navigate major health policy reform efforts and implement solutions to meet changing requirements. Mr. Caswell expanded the Company’s core capabilities to include a growing level of clinical expertise within the assessments and appeals portfolio. He spearheaded the enhancement of the Company’s technology, automation, operational analytics and digital solutions, which resulted in more streamlined operations and greater operating leverage through standardized shared services.

Mr. Caswell brings more than 25 years of public sector health and human services experience, which includes extensive experience in management consulting, systems integration and operations related to the delivery of complex solutions to federal, state and provincial government clients. As a presenter and panelist, Mr. Caswell has spoken extensively about the operational challenges facing states as they expand Medicaid managed care and implement health insurance exchanges, covering such topics as Leveraging Existing Systems Infrastructures and Business ProcessesReducing Churn and Ensuring a Seamless Beneficiary Experience.

Prior to joining Maximus in 2004, Mr. Caswell worked in several capacities for IBM including Vice President of State and Local Government and Education, as well as Director of Federal Business Development within IBM’s Business Consulting Services. He started his career at Price Waterhouse’s Office of Government Services, in the Policy Research and Analysis practice.

Mr. Caswell holds a B.A. in economics from Haverford College and a Master of Public Policy degree from the John F. Kennedy School of Government at Harvard University.

Ilene Baylinson has more than 30 years of program administration and management experience in health and human services. Since joining Maximus in 1991, she has served in a variety of management roles. Ms. Baylinson currently oversees the U.S. Health and Human Services Segment operations where she is responsible for all operational and financial activities. She is also responsible for the development and capture of new business for the Company's U.S. health and human services portfolio. With some of the Company’s largest contracts under her management, Ms. Baylinson has been integral in helping clients redesign their operations to run more efficiently and deliver more effective services to individuals and families. 

Previously, Ms. Baylinson served as President for several of the Company’s operating divisions, including the Federal Services Division where she established the platform for service delivery with the U.S. Federal Government and managed the Company’s federal contracts. She also served as the President of the Maximus Office of Government Relations where she oversaw the development of its public affairs department, implemented its government relations strategy, and directed its marketing efforts.

Before joining Maximus, Ms. Baylinson served as Senior Vice President at Koba Associates, Inc., in Washington, D.C., where she oversaw all business development and operations for the company's state and federal government programs. She holds a bachelor’s degree from John Hopkins University.

Chief Financial Officer and Treasurer

David Mutryn joined Maximus in 2016 as Corporate Controller and transitioned to Senior Vice President of Finance in 2020. He assumed the role of Chief Financial Officer effective December 1, 2021.

Prior to Maximus, David was Vice President of Finance at CSRA, Inc. and held numerous financial leadership positions at SRA International, Inc. He began his career at PricewaterhouseCoopers. He has an MBA from the Wharton School of the University of Pennsylvania, a B.S. from the University of Virginia’s McIntire School of Commerce, and is a certified public accountant.

Kevin Reilly

General Manager, Outside the U.S. Segment

Kevin Reilly is responsible for all Maximus business lines operating outside of the United States. This portfolio extends across health insurance program administration, independent assessments, occupational health and digital wellness, drug information systems, workforce and disability services, and family maintenance. His deep expertise in finance, risk management, tackling compliance challenges, and financial modeling have made him an indispensable member of the corporate leadership team.

Mr. Reilly plays a key leadership role with several of the Company’s most extensive and high-profile programs. These engagements include the Health Assessment Advisory Service in the United Kingdom and the Health Insurance BC program in Canada.

Mr. Reilly has been with Maximus for over 15 years in various roles with increasing levels of responsibility supporting finance, operations, and risk management.

Before coming to Maximus in 2004, Mr. Reilly was a business strategy leader for MCI Communications. 

Mr. Reilly is an alumnus of Villanova University and holds an MBA from the Keller University Graduate School of Management, where he graduated with honors.

General Manager, U.S. Federal Services Segment

Teresa Weipert has more than 30 years of strategic government contracting experience in driving dynamic change for teams, customers, and the organizations she leads. Her transformational leadership style is built on bringing key stakeholders from across a business together for open dialogue to identify operational improvements. She excels at building teams that design and deliver innovative, technology-enabled solutions that meet mission-critical business requirements and drive growth.

Today, she serves as the General Manager and President of Maximus Federal, where she is responsible for all operations, financial, and business development activities for the company’s U.S. Federal business. Ms. Weipert joined Maximus in 2021 with a focus on modernizing the company’s digital, enterprise IT, and BPO portfolios and putting the Federal division on a growth trajectory consistent with both the market opportunity and the relevance of the business to Maximus’ growth as a company.

Previously, Ms. Weipert led the management of the healthcare, life sciences, and State, Local, and Education (SLED) service lines at IBM. This robust portfolio included application maintenance and support, custom application, and hybrid cloud services. Preceding her role at IBM, Ms. Weipert served as a Senior Vice President in the government group at Sutherland Global Services. There, she not only created the business unit but, at the same time, drove triple-digit growth in the company’s service center management, contact center management, business process outsourcing, and analytics service areas.  

Prior to her role at Sutherland, Ms. Weipert led the strategic business initiatives in outsourcing for the Health and Public Sector industry at Accenture. She also served as vice president at Unisys, where she led the strategic programs and initiatives for the Global Outsourcing Division.

Ms. Weipert has served on various Cloud Computing Groups and currently serves on the Dean’s Council for the George Mason University School of Management. She is a frequent speaker to educational and community groups on various technical topics, including cloud computing, and is a member of WIT (Women in Technology), AFFIRM, and ACT-IAC.

Ms. Weipert holds an MS in Information Systems from The George Washington University.
